Student Planner of the Year
Anne Krieg and Jack Kartez award the student planner of the year to Brett Richardson, a recent graduate of the Muskie School of Public Service, University of Southern Maine, P.O. Box 930, Portland, Maine 04104-9300.
Citizen Planner of the Year
At the annual meeting of the Maine Association of Planners, Alan Bromley was recognized as the Citizen Planner of the Year. The plaque was presented by Membership Secretary Linda Johns at the Holden Planning Board Meeting on June 17, 2009.
This award is given to a volunteer in the planning field who has given an expanded effort to a project or initiative, has been a driving force behind the committee (s), and has been involved in a project long enough to see results/change occur. This award may include teachers who have worked with student planners.
Alan Bromley has served as a member of the Holden Planning Board since July of 1985. During that time three comprehensive plans have been completed, with associated ordinance amendments to implement the goals of those plans.
Holden recently adopted the first Conservation Subdivision Ordinance in the greater Bangor area, updating earlier versions that encouraged clustering of housing on smaller lots while protecting the several large habitat blocks in the community.
During these two dozen years of community service on the Planning Board, Alan has served as Chair for 13 years and presently serves as Vice Chair. Additionally, he has served on numerous subcommittees involved in the formation and amendments to ordinances. Due to an unfortunate fire at Mr. Bromley’s residence, Holden lost its backup repository for Planning Board documents, as he had retained copies of every monthly packet delivered to him over these many years.
As a Professional Engineer, and a principal in WBRC Architects and Engineers of Bangor, Alan has also been an invaluable resource offering professional guidance when difficult issues arise during construction projects in the community.
Holden is truly fortunate in having Mr. Bromley as a resident and volunteer.

Neighbor by Neighbor: Mobilizing an Invisible Community in Lewiston, Maine awarded to the Visible Community and Craig Saddlemire
In the summer of 2004, the Mayor of Lewiston, Maine announced a plan to develop a four-lane boulevard across downtown's low-income neighborhood. This project was called "The Heritage Initiative." Contrary to its name, this plan was going to eliminate the downtown's heritage by displacing 850 people from their homes as well as destroy playgrounds, vegetable gardens, and historic buildings. Moving residents out of the city and improving traffic flow was at the heart of this proposal... It was 1960's Urban Renewal all over again. As tragic as the circumstances were, the threat of a road destroying the neighborhood required residents to rise to the challenge of becoming *community organizers. Instead of allowing their neighborhood to be paved over, the residents of downtown organized themselves into a group called "The Visible Community." They received support from non-residents alike - social service leaders, college students, and other people who recognized the Heritage Initiative as an unfair way of "cleaning up" the downtown at the expense of the people who lived there. What happened next was an incredible story of people coming together to protect their homes, hold their political leaders accountable, and work towards creating a democratic planning process that honored the input of low-income people as much as any other person's voice. This movie documents 5 years of development and community organizing in Lewiston, Maine. It reveals the strategies, the mistakes, the prejudices, the lessons... all of the difficult stuff that makes up the political process - the act of making decisions and setting policy TOGETHER. It's an exceptional story about the people of Lewiston, but it's also a universal story about the challenges faced by many urban neighborhoods across the United States. Written by Craig Saddlemire
