Presidents Report
MMA went well
- Eight planners attended, nine others attended
- Matt Nazar asked that the presentations be placed on the MAP website
- Helen’s presentation was balanced
- Peggy’s presentation was based on a form
- Her forms are on the website
- Link to the website – with disclaimer about not being approved
- MAP does not
- Planners are encouraged to consult with their town attorneys
- Helen disagrees with some of the interpretation on the forms
MAP should consider being involved in MMA in the future. We’ll
need to decide a topic in May even without knowing.
Meeting Schedule -
Legislative committee
- Spoke with MacGregor Stocco – has agreed to chair the legislative
policy committee
- Beth noted that VP is expected to chair the committee.
- She would like to co-chair with Mac Stocco.
- She has been tracking various task force activities
- She can send summaries to the membership by email.
- This session will be less busy than last year
- Next Legislative meeting might be Friday, November 9th
- May not be useful to meet until after the titles have been submitted
- Maureen would like to have a legislative committee meeting on Friday, January
11th at Pierce Atwood in Augusta (Board meeting is January 4th)
Membership
Jim reported 102 current members, 37 from last year need some encouragement.
Website / List serve
Jim noted new jobs and conference announcements
Newsletter
Nice job getting it out
Need to have at least one article from each board member.

Southern New England Conference - SNECAPA
No Maine Planners meeting is planned at this time.
Display Board
- Has been purchased by Beth with MAP funds.
- Judy Colby George has volunteered to print some graphics for the board
- Might have some sample pages from MAP award winning plans
- Judy Colby-George will send sample PDF’s to the group
Continuing Education
- Five Units were purchased by NNECAPA – the units will be hosted in
various states
- Maine will host “design guidelines for small communities” – March
???
- Other sessions in other states will include density (SPO is likely to purchase
it)
- MAP needs to find a location with web casting capacity
- Muskie School could host this too (Hughe)
- UMaine system might work
- A facilitated discussion would follow.
- Kathy Fuller will provide an AICP report in November
- Professional Development Workshop
- Beth – suggests that we have a training session on Informed Growth
for professional planners
- More detailed than MMA
- Documentation will be widely accepted
- Draft or final handbook will be available
- TA Conference on Reforming Zoning for Small Communities
- Need to find people willing to work on this
- Judy – URISSA workshop on using GIS for public participation
- Judy – repeating her seminar on using GIS in the Planning Process – Wells
Reserve
- Judy – would offer the GIS workshops at no charge. URISSA charges
a few hundred for their materials.
- Hughe mentioned “Form Based Zoning” as an interesting topic
- Scheduling
- January or April - Beth - Informed Growth Act
- April – Judy – GIS and Public Involvement in Planning
- Motion – that MAP should support efforts to host workshops
- No or minimal charge for attending
- MAP underwrites costs up to $500 for each workshop
- Motion passed without dissent
Website Sponsors
Jim – moved to pursue sponsorships for MAP workshops
and conferences and offer web-presence as a benefit. The motion passed without
dissent.
Special Project Funding
Maureen spoke with Fred
- MAP has a budget $8,500
- Budget buffer account $2,500
- Money Market $12,500
Maureen suggests that half the money market go into the reserve account.
- The balance might be used for programming.
- Hiring staff would consume the funds in about one year.
Will see how funds can also support AICP Certification Maintenance
Maureen will talk with Fred about shifting money.
Maureen will post a message to the MAP list serve to see if others have ideas
for use of the funds.
Beth, we might also pay for someone to do the logistics for organizing a workshop.
Other Items
