Legislative Report - Maureen

There are about 29 bills that are worth watching

MAP can probably handle three or so

·      LD991 - MAP Anti Perkins Bill -not yet scheduled for a public hearing.  Need to build support for it.  GrowSmart is looking at it.  Need to talk with other legislators, MMA, Maine Bar Association, ME Real Estate Developers Association, Maine Realtors Association,

·      LD - Hughe Represented MAP on the LMF Bond

·      LD668 - takings bill, not much chance to pass this year but it might create referendum (similar to Oregon’s Measure 37)

·      LD582 - State exemption from local zoning ordinances. MAP believes that towns with consistent plans with ordinances would be binding on the state.  Some state agencies would rather not be held to town zoning ordinances.

·      LD286 - Abolishing the State Planning Office Work session on March 7th

Jim Fisher noted that he announced MAP’s endorsement of THM before the joint transportation and appropriations committee meeting when Sen. Damon introduced the bill.

Discussion of the ListServe

·      Maureen has been sending some legislative news to the listserve

·      Many of the recipients are not MAP members

·      Jim - strategic legislative discussions probably should be sent to a separate list.  You cannot be sure that communications will stay with in MAP on the newsletter.

Membership - need to make the period more clear

·      Be sure to update the year to 2006 on membership forms.

·      This is a good time to do some recruitment

·      Student recruitment - need to have a student contact to encourage membership.
