Board Members Present: Jon Lockman, Rodney Lynch, David Schmidt, Fred Marshall, Jean Marshall, Sarah Flaks, Doug Webster and Jim Fisher by conference call

Meeting open by President Jon Lockman at 12:10 PM

Secretary’s Report

Moved and seconded to approve the June 16, 2000 Annual Meeting minutes. Passed

Treasurer’s Report

Fred Marshall reported a total checking, money market, and reserve account in the amount of $15,627.06 as of 9/8/00. A portion of the balance is supposed to be transferred to the Reserve Account. The Treasurer reported that the Annual Meeting cost $2,945.65 with an income of $1,410. The difference was made up from the Treasury.

President’s Report

Legislative Task Force on Growth Management: Jon Lockman is the designated MAP representative on the Task Force. The group has already met once and among the issues the task force is dealing with are the strength and weaknesses of the Growth Management Law; reducing the number of subdivision exemptions; strengthening regional councils; getting rid of the 2003 deadline for having consistent plans. The group will meet regularly until December.

Access Management: MDOT is still trying to get a handle on this issue and has a year to formulate appropriate rules which must be adopted by the Legislature as Substantial rules.

Report on Membership Corrections

Jon Lockman and David Schmidt will review the corrected list prepared and compare them with the Treasurer’s dues payment list and contact those who have not yet paid their dues.

Website Update by Jim Fisher

  1. Membership Directory will be incorporated into the web page.
  2. The web site contract has been signed by MMA and they have received our payment check for $300.
  3. The site is now working at MMA and the USM will transfer the name to MMA.
  4. MMA will maintain and upload the site.
  5. Future projects on the site will include newsletter, legislation, and growth management.
  6. Site will be linked to other sites.
  7. The membership has approved funds for hiring a website manager.

Newsletter

The website is now soliciting articles for the electronic newsletter and they should be sent to Jim Fisher. Jon Lockman will contact Maureen O’ Merea as to the status of her inquiry about hiring a USM student to prepare the newsletter.

October 19, 2000 Convention

MAP will be sponsoring with the Maine Community Development Association, MDOT, DECD and SPO workshops on access management, downtown initiatives, smart growth tools, and affordable housing at the MMA Convention on Oct. 19 in Bangor.

Other Business

  1. Moved by Rodney Lynch and seconded by David Schmidt to retain Augusta as our general meeting site for Executive Board meetings. Passed 7-0.
  2. It was the consensus of the Board to move the meetings to the second Friday of the month instead of the first Friday and to keep the meeting time from 1:00pm to 3:00pm.
  3. The next meeting will be at noon at the MMA convention on Oct. 19 in Bangor. It will be a luncheon meeting between the workshop sessions and to held at at Miller’s restaurant.
